feat: fix MBE health check and add model selection dropdown

- Fixed testMbe() to always use /health instead of /v1/health
- Added model selection dropdown for MarkBaseEngine
- Modified startService('mbe') to pass model and port parameters
- Added loadMbeModels() to fetch available models on mount
- Added getApiBase import
